The Joseph Rowntree Foundation released a report this week showing that unemployment in Scotland is the highest in the UK and at it’s worst for 14 years and that single men with no children are the worst affected by the recession.
The report stated that the Scottish Government’s anti-poverty programme hasn’t been successful but admits that this is because of factors that have been outside of if it’s control. Anushree Parekh, the author of the report said that there are improvements on child and pensioner poverty as Tax Credits and Child Benefits increases have made the effects of the recession slightly easier, however single men were unable to benefit from these.
Monitoring Poverty and Social Exclusion in Scotland 2010 is linked to a welfare-to-work conference in Edinburgh today, of which Deputy First Minister Nicola Sturgeon will be in attendance. This is the foundation’s fifth assessment of unemployment, education and health.
At the beginning of the recession unemployment in Scotland was “markedly lower” but has now exceeded England. The impact has been worse on men than women with many having to take up part time work when full time is actually needed to support themselves.
There has been less poverty amongst adults of working age with children but more amongst those without, this includes those who are and who are not working. In England, child poverty is falling, however in Scotland it is rising.
The anti-poverty programme doesn’t show consistency with services to poor households, educational inequality, living standards of unemployed adults and the means to escape poverty. The report states: “Most of the subjects where there are gaps in the Scottish Government’s anti-poverty programme are to do with matters over which it has little direct control.
“Obviously this includes the UK Government’s tax and benefit system. But it also includes employment practices and the provision of essential services which are in the hands of private and public sector bodies.
“One clear conclusion is that the Scottish Government needs to have explicit policy positions on those crucial reserved matters.
“It also needs policies relating to matters where the decisions are taken by employers and service providers in Scotland. The political challenge is how such policies can be pursued.”
The amount of people on unemployment benefits in the west of Scotland increased by 2%, although Glasgow has remained the same.
Dr Peter Kenway, the co-author said: “Because of the welcome long-term falls in child and pensioner poverty, the composition of the low-income population is now very different from what it was in the mid-1990s, with working-age adults now accounting for 60% of the total. Although the UK Government sets benefit, income tax and national insurance rates, the Scottish Government still needs to have explicit policy positions on these matters.”
The Joseph Rowntree Foundation’s Chris Goulden said: “This study of poverty in Scotland highlights how vulnerable people and places in poverty are in periods of recession and the ensuing years. It will be important to ensure future growth in the economy includes reducing concentrations of low-skilled, low-paid work in Scotland and across the UK.”
